This unknown individual is interacting with these women working the streets. After coming to an agreement supposedly, the attack would then hold them at gunpoint, take them to a remote location where nobody else is at then have his way with them. Afterwards he would drop them off somewhere on the streets again.

Imagine those who pose as an everyday person, get what they want, then use their position of power and influence to manipulate the desired results / outcome.
